Description of problem

Last week sometime, my brother has started experiencing rubberbanding, teleporting, and lag in pretty much every game he plays, along with unstable voice chat sessions in Skype and Discord. What's even weirder is he is able to browse the web with 0 issues: YouTube and Netflix without buffering. He's had no problems doing anything up until last week, either -- just came out of the blue, so we're at a loss as to what to do. He's got low ping and internet isn't too bad, either.   • His computer had some adware and malware on it, as well as other unnecessary software. I've remoted in and cleaned up what I could using a combination of Avast, HijackThis, RKill, and AdwCleaner. Rkill and HijackThis logs are below:

  • restarting the computer many times after each fix, each time without any success.
  • closed Skype and Discord, BitTorrent, uplay, and anything else I thought might eat up bandwidth. still get the rubberbanding and lag in games.
  • literally changing the location of the desktop in the room so that it is a little closer to the router, as well as scooting the router (which is on the opposite side of the house) over so that it, too, is closer to the desktop. No success here, either. It was sitting in front of a window where the sun was beaming down on it, and is now sitting on the opposite side of the room, away from the window.
  • cleared any mess around his computer that might be blocking the signal. nothing here, either.
  • unplugging and replugging in the TP-Link Wi-Fi adapter, as well as plugging it into a different USB port and testing. No success here. It is now back in its original USB port.
  • restarted our router, no success.
  • turned off two things in avast: the behavior shield and gaming mode. no improvements.
  • turned off ALL avast shields for an hour, STILL no improvement.
  • UNINSTALLED avast, STILL NO improvement.]
  • attempted to update drivers for the WiFi Adapter and Graphics Card. Everything is up to date.
  • tried using WLAN Optimizer, making sure to turn off the "Background scan" option. still nothing.

  • swapped between the 2.4GHz and 5GHz access points before going in and changing channels. same behavior on both.
  • remoted in and changed the channel on the 2.4Ghz access point to 1, 6, and 11, testing each time. No improvements between each change. Also changed the channel on the 5 Ghz access point to 153, no improvements here either. yes, we also made sure to change to the appropriate networks when changing channels.
  • ran the berkeley NetAlyzr, results showed 8% packet loss and 6 short outages w/ the longest lasting 5.0 seconds. It also reports OpenDNS is being used as the DNS resolver. PM me if you want the link to the full, more detailed results. Don't want IPs floating around out there :p
Barring a reinstall of Windows (which is honestly overkill for this issue), I've done everything I could possibly think of to solve the issue. Before I call the ISP, I wanna get you guys' opinion first. Wanna make sure I'm not missing anything before I call. Thanks so much for y'all's time. :)

Skype hacked and bank card fraud, do I have a keylogger?

This is a slightly complex issue to explain so bear with me!
Last month I was using Skype when it logged me out without warning. When I went to log in again it didn't recognise my password and I was unable to use the recovery tools to get in. It was an old account not connected to an email address (that I can remember) so I got confused but moved on. I
tried setting up a new account as a test, using a disposable email address, and the same thing happened. I wasn't able to recover this one as it was a temporary inbox.
Jump ahead and this week three of my debit/credit cards have been used fraudulently to make purchases from Domino's Pizza online. I'm confident nobody has seen the cards 'in really life' (I haven't lost them, I live with a partner, and one of the cards never even leaves my house). They are all issued with different banks. The only place I can think I've ever used them all is on my MacBook.
I've since cancelled and replaced the card, changed all my passwords and my WiFi login details. I haven't actually used my MacBook outside my own house for over a year and always connect to my own WiFi.
What I'm trying to work out is a) are these two events connected and b) how they happened. Could someone have installed a keylogger somehow, and picked up my card details that way?
I've run an a scan with Avast and can't see any problems but I'm aware keyloggers don't always show up this way.
I've run an EtreCheck and pasted the results blow.
Can anyone provide help or advice? I'm now paranoid that someone has access to everything on my MacBook.
